The Department of Agriculture and Rural Development, being a Department designated[1] for the purposes of section 2(2) of the European Communities Act 1972[2] in relation to the common agricultural policy of the European Community, in exercise of the powers conferred on it by the said section 2(2) and of every other power enabling it in that behalf, hereby makes the following Regulations: Citation and commencement 1. These Regulations may be cited as the Animals and Animal Products (Import and Export) (Amendment) Regulations (Northern Ireland) 2002 and shall come into operation on 21st October 2002. Interpretation 2. - (1) In these Regulations "the principal Regulations" means the Animals and Animal Products (Import and Export) Regulations (Northern Ireland) 2000[3]. (2) The Interpretation Act (Northern Ireland) 1954[4] shall apply to these Regulations as it applies to an Act of the Northern Ireland Assembly. These Regulations amend the Animals and Animal Products (Import and Export) Regulations (Northern Ireland) 2000 (S.R. 2000 No. 253 as amended by S.R. 2001 No. 312) to make provision to give effect to Commission Decision 2001/327/EC concerning restrictions to the movement of animals of susceptible species with regard to foot-and-mouth disease (O.J. No. L115, 25.4.2001, p. 12), as amended. The Regulations also introduce operational agreements for assembly centres to ensure that such centres are capable of being operated in accordance with the second indent of Article 3(2) of Council Directive 90/425/EEC.
