The Minister of Agriculture, Fisheries and Food and the Secretary of State, being Ministers designated[1] for the purposes of section 2(2) of the European Communities Act 1972[2] in relation to the common agricultural policy of the European Community, acting jointly, in exercise of the powers conferred on them by the said section 2(2) and of all other powers enabling them in that behalf, make the following Regulations: Title and commencement 1. These Regulations may be cited as the Cattle Identification (Amendment) Regulations 1999 and shall come into force on 4th June 1999. Amendment to the Cattle Identification Regulations 1998 2. The Cattle Identification Regulations 1998[3] are amended by substituting the following for regulation 29(2)-
(b) in Scotland, the Secretary of State for Scotland; (c) in Wales-
(ii) on or after 1st July 1999, the National Assembly for Wales.
(2A) The competent authority referred to the second time in Article 7.4 of the Council Regulation (keeping a register of cattle) is the local authority or-
(b) in Scotland, the Secretary of State for Scotland; (c) in Wales-
(ii) on or after 1st July 1999, the National Assembly for Wales.".
(This note is not part of the Regulations) These Regulations amend the Cattle Identification Regulations 1998 (S.I. 1998/871) so as to provide that the competent authority for the purposes of Article 7.3 and (for the purposes of making the register available) Article 7.4 of Council Regulation (EC) 820/97 is the local authority or, in the case of England, the Ministry of Agriculture, Fisheries and Food; in the case of Scotland, the Secretary of State for Scotland; and in the case of Wales, the Secretary of State for Wales until 1st July 1999 and the National Assembly for Wales on and after that date.
