The Minister of Agriculture, Fisheries and Food, being a Minister designated[1] for the purposes of section 2(2) of the European Communities Act 1972[2] in relation to the common agricultural policy of the European Community, in exercise of the powers conferred on him by that section, and of all other powers enabling him in that behalf, hereby makes the following Regulations - Title and commencement
Interpretation
Amendment of the principal Regulations
4A. The Minister shall not accept an application under these Regulations unless it has been received by him before 17th December 1999.".

These Regulations amend the Habitat (Salt-Marsh) Regulations 1994 (S.I.1994/1293) (as amended) ("the principal Regulations") which implement in part a zonal programme approved by the European Commission under article 7 of Council Regulation (EEC) No. 2078/92 (OJ No. L215, 30.7.92, p.85) ("the agri-environment Regulation") on agricultural methods compatible with the requirements of the protection of the environment and the maintenance of the countryside. The agri-environment Regulation was repealed by Article 55(1) of Council Regulation (EC) No. 1257/99 (OJ No. L160, 26.6.99, p.80) but, by virtue of Article 55(3) of the latter Regulation, it continues to apply to actions approved by the Commission before 1st January 2000. These Regulations amend the principal Regulations to provide that the Minister shall not accept any application for aid unless it has been received by him before the date on which these Regulations come into force, i.e. 17th December 1999 (regulation 3). No regulatory impact assessment has been prepared in respect of these Regulations.
