The Secretary of State, being a Minister designated[1] for the purposes of subsection (2) of section 2 of the European Communities Act 1972[2] in relation to the operation of a Community eco-label award scheme, in exercise of the powers conferred on him by that subsection and of all other powers enabling him in that behalf, hereby makes the following Regulations: Citation and commencement
Interpretation
Abolition of the Board
Designation of the Secretary of State as competent body
Transfer of property, rights and liabilities
Provision for continuity in exercise of functions
Investigation of complaints by Parliamentary Commissioner for Administration
(2) Notwithstanding the abolition of the Board, a complaint in relation to the Board may be made or investigated under the Parliamentary Commissioner Act 1967 as if the complaint had been made in relation to the Department of the Environment, Transport and the Regions. Superannuation Act 1972

These Regulations abolish the United Kingdom Ecolabelling Board, which was the competent body for the United Kingdom for the purposes of Council Regulation (EEC) No. 880/92 of 23rd March 1992 on a Community eco-label award scheme, and therefore responsible in the United Kingdom for the award of labels to products which have a reduced environmental impact during their entire life cycle. Under these Regulations, the Secretary of State replaces the Board as the competent body and other consequential provision is made. The United Kingdom Ecolabelling Board Regulations 1992 are revoked.
